OK, here comes the first graphs that I plan to build the general process and structure around:
The first one describes the process how the project becomes the official RBE Project.
The important things are:
1. Project needs to be submitted according to the specific criteria, which would include:
- budget (set of required resources for start-up, sustainability etc.)
2. After the application is completed the coordinator passes it to NPO for the legal "incorporation" when the project (along with its members or at least one responsible person) becomes the NPO's RBE Project.
3. The subjective judgment of the project should be as limited as possible, as in the end it is up to people to "vote" for this project by donating.
The second picture describes the procedure how the resources can be acquired by the RBE Project.
The point is that it can be simply transferred from the other RBE Project if the resource is available and if this can be "easily" done (not sending one stamper from Australia to Sweden

). Another way is that the cost of the resource is shown (eg. 100$) and then when enough people/projects donates 100$,then they are "released" and the resource is bought and transferred to RBE Projects, where from now on it is monitored.

With the assumptions above, there the need for some "general fund" at every level (Global / National) which will temporary hold the resources is quite obvious.
Such general fund will be made out of:
- general donations, without specific target.
- general operational profits.
The redistribution of this fund shall be done as automatically as possible among other RBE Projects.
