Post Resources Management Platform
Well, this is coming, so let's get ready.

We will need software for the transparent resources and donations management. There is a lot of ideas flying around and since it is our "flagship" project we should design the special sub-forum for this purpose and collect all ideas.

As for now we need:
- central platform for RBE project's requests, where projects will be presented, subscribed and accepted by the appropriate NPO
- then NPO approves the project and transfer donations (buys resources) and transfers to the projects, at the same time presenting proofs of purchase, use etc.
- all of that presented transparently (so, in result we will have two sections: projects/donations and transparency).

That's the rough idea

I believe we should focus on donation transparency because it will it will be easier to account for. I believe keeping account of the money which is entering or exiting the bank account will be the most effective way to keep records plus unless the bank sends us bad data we will never be using projected money.

Yup, it is pretty much what I had in mind as well - we need to put nicely in one document with pictures to have the clear idea what programmers and NPOs what's the overall procedure.

After NPO Group Coordinator (aka me :)) shall be approved I will create the subsection in the group where we can work out the document and pass to Software Development for development. How about that?

It will be the easiest for everybody if we'll work out the resources management platform in document first, Transactions system is coming soon, it is not that hard because basically computers will be dealing with numbers, they are good at it, resources management is much more complex and we need to think it through.

OK, here comes the first graphs that I plan to build the general process and structure around:

The first one describes the process how the project becomes the official RBE Project.
The important things are:
1. Project needs to be submitted according to the specific criteria, which would include:
- budget (set of required resources for start-up, sustainability etc.)
2. After the application is completed the coordinator passes it to NPO for the legal "incorporation" when the project (along with its members or at least one responsible person) becomes the NPO's RBE Project.
3. The subjective judgment of the project should be as limited as possible, as in the end it is up to people to "vote" for this project by donating.

The second picture describes the procedure how the resources can be acquired by the RBE Project.
The point is that it can be simply transferred from the other RBE Project if the resource is available and if this can be "easily" done (not sending one stamper from Australia to Sweden :) ). Another way is that the cost of the resource is shown (eg. 100$) and then when enough people/projects donates 100$,then they are "released" and the resource is bought and transferred to RBE Projects, where from now on it is monitored.

Below is the ages old picture, but since then the approach or problems to be solved didn't change:

With the assumptions above, there the need for some "general fund" at every level (Global / National) which will temporary hold the resources is quite obvious.
Such general fund will be made out of:
- general donations, without specific target.
- general operational profits.
The redistribution of this fund shall be done as automatically as possible among other RBE Projects.

It looks good but i believe we will need to do more tweaking on the levels. Some Nations are huge which may need to be broken up and some nations are tiny.

Australia is huge which could be broken up and San Marino is tiny. It even has city states like Vatican City which count as a country.

Developing a resource management system for the city level would be good too. I believe he resources gathered on the city level should be use by a decisions arrived by popular vote on the city level. By having votes at the city level most members will be able to see the effect of their vote. If they vote incorrectly they will be able to vote again correcting the problem. The problems happen when people start voting on things which do not directly effect them, that is when more thought is required.

How are we going to decide when and how much of the general funds will be used. I believe that is one of the big questions.

i suppose no decisions should be taken about general funds. general funds should be redistributed equally by constant flow of small portions. the flow can be suspended if any of the recepients is failing his duties (until pass checkpoint and so on).
no voting about distribution is then needed on any level.

Equally funding to each project approved? What if right away everyone donates to a project and its completely paid for, will the project still get equal funding?

When we say general funds will be redistributed equally would that be equal parts of the general fund or equal % of project's resources required?

What if we approve so many projects we do not have enough resources for all of them. If we are only approving projects which we have resources for who is doing the approving?
